Electrical Aggregation

Electric Aggregation allows a municipality to consolidate the electrical energy consumption of residential and small commercial retail customers within their communities and leverage that demand to seek bids from alternative electric suppliers (instead of ComEd to purchase electricity in bulk at lower rates.

On November 6, 2012, the residents of the Village of Roscoe voted to approve a referendum authorizing the Village to arrange for an "opt-out" electricity aggregation program.  Under an "opt-out" electricity aggregation program, ComEd remains as the distributor of electricity in the Village. The selected alternative supplier generates the electricity provided and delivers it to ComEd for distribution. Customers continue to receive electricity bills from ComEd and ComEd remains responsible for all distribution system issues, including outages and equipment maintenance. Eligible residents are automatically enrolled in the program unless they choose to "opt-out".

Municipal Aggregation programs are optional and can also be terminated by a resident at any time for no penalty.  

 

Village of Roscoe - Energy Savings Program [June 2026 - June 2028]

The Village of Roscoe electrical aggregation program will be renewing a new contract beginning in June 2026.  The program will have a fixed all in rate of 9.99 cents per kWh from June 2026 through June 2028 with the chosen supplier, MC2.  Residents will begin receiving letters about the program around April 21st.  Anyone currently on the Roscoe aggregation program or who has ComEd as their supplier, will receive an opt out letter.  If you wish to participate in the program no action is needed. Your account will automatically begin the program in June.  Residents that are currently enrolled with another supplier other than the Village of Roscoe’s program, on the ComEd Hourly program, or are on Net Metering program will receive an opt-in letter.  This letter is informational only and if a resident would like to join the Village's program they must call MC2 at 833-836-0230, to enroll their account.

Residents who prefer to continue using ComEd as their electricity supplier, rather than participating in the aggregation program, must opt out by May 11, 2026.

 

There are a few options on how to opt out:

  1. Calling MC2 at 833-836-0230, Monday through Friday, 8 a.m. to 5 p.m.

  2. Mailing the card that was sent to your billing address by May 11, 2026

  3. Emailing: Roscoe [at] mc2energyservices.com (Roscoe[at]mc2energyservices[dot]com)

  4. Calling Rock River Energy Services at 815-766-2574

 

No one from the Village or anyone acting as an agent of the Village will call you or come to your door asking to switch your service or for your account information.  No one from the Village will visit your home nor will they call you to ask for personal information about you or your ComEd account.   Residents may also be contacted by misleading telephone solicitors asking for enrollment confirmation information regarding a Village sponsored electric aggregation plan or other personal account information. No solicitor is authorized to contact residents on behalf of the Village, and residents should be wary of claims from a caller saying that they represent the Village or are confirming enrollment in a Village program.
